Obama pushes for veterans jobs programs

(AP) ? In an effort to cut the unemployment rate among veterans, President Barack Obama is calling for a new conservation program that would put veterans to work rebuilding trails, roads and levees on public lands.

The president also will seek more grant money for programs that allow local communities to hire more police officers and firefighters.

"Let's get more cops on the beat, let's get more rangers in the parks, let's get more firefighters on call, and in the process, we're going to put more veterans back to work," Obama said Friday at a fire station in Arlington, Va., that was one of the first to respond to the attack on the Pentagon on Sept. 11, 2001.

"They've already risked their lives defending America. They should have the opportunity to rebuild America," he said.

The efforts, which Obama first announced in his State of the Union address last week, are particularly geared to those veterans who served after the 9/11 terrorist attacks, a group experiencing an unemployment rate of 9.1 percent, according to the government's jobs report for January.

Interior Secretary Ken Salazar said the Civilian Conservation Corps that operated during the 1930s could be viewed as a model for what the administration will try to accomplish through its "Veterans Jobs Corps." He said that the administration will propose spending $1 billion over five years that would be used to put an estimated 20,000 veterans to work restoring habitat and eradicating invasive species, among other activities.

"When one looks back at the legacy of the Civilian Conservation Corps, we take great comfort that those who take on these kinds of activities will leave a lasting legacy for the United States," Salazar said.

The backdrop of presidential politics is also playing a role in the Obama administration's new efforts. Several states that will be heavily contested in November have a significant military presence. Veterans will be evaluating specific ways the next White House administration intends to help them.

Communities that hire veterans to work as police and firefighters will be given preference in the grants competition. Obama will also seek to increase spending for the grants programs. He is proposing an additional $4 billion for the Community Oriented Policing Services program, or COPS. He will propose an additional $1 billion for the firefighter grants.

The administration will also propose a training program designed to help veterans wanting to start their own small businesses.

With GOP lawmakers stressing the need to cut government spending, it remains to be seen how far the proposals will go in a deeply divided Congress. Many conservatives have in the past voted to cut spending for the COPS program, while Obama is calling for a major expansion.

Obama said the end of the war in Iraq could help finance the work programs.

"Congress should take the money that we're no longer spending on war, use half of it to pay down our debt, and use the rest to do some nation-building here at home," he said.

Rep. Jeff Miller, the Republican chairman of the House Committee on Veterans' Affairs, voiced skepticism. He said he wanted the administration to work with Congress on getting businesses to hire more.

"Short-term spending and temporary programs have failed and are not the solution," Miller said.

Congress also has been focusing on the problem of unemployment among veterans. A House subcommittee on Thursday examined the unemployment rate for those who serve in the National Guard or Reserves. Witnesses estimated that about 1 out of every 5 returning guardsmen is unemployed.

Theodore Daywalt, CEO and president of a jobs board called VetJobs, told lawmakers that veterans who totally separate from the military are for the most part finding work, even in today's economic environment.

"But if a veteran remains active in the National Guard, they are having a difficult time finding meaningful employment due to the constant call-ups and deployment schedules," Daywalt said in his written testimony.

Daywalt said some employers have become wary of hiring someone who is called up for as many as 24 months at a time. And the difficulty in finding work has led some guardsmen to volunteer for second or third deployments. He also predicted that the unemployment problem for guardsmen and reservists could get worse as the military downsizes because it will result in more competition when openings do occur.

About 160,000 troops leave active duty annually, and some 95,000 members of the National Guard and Reserves join them. The Labor Department already operates some jobs programs to help troops with the transition to civilian life. For example, there are employee workshops that help vets with advice on job searches and labor market conditions. The department also provides grants to states that in turn hire workers to conduct job training workshops and reach out to employers on behalf of vets.

Juarez police leave their homes after 5 are slain (AP)

CIUDAD JUAREZ, Mexico ? Every one of the 2,500 police officers in this Mexican border city has been ordered to leave home and stay in a hotel after the killing of five officers by a local drug cartel.

The gang threatened a week ago to kill one policeman a day unless Police Chief Julian Leyzaola resigns.

Juarez Mayor Hector Murguia said Wednesday that the attacks carried out since the warning are a response to toughening police action against drug cartels in the city across from El Paso, Texas.

The mayor said there is no way Leyzaola is stepping down. He said most of the officers are "angry because of the attacks," but are deeply committed to fighting crime.

Police spokesman Adrian Sanchez said officers were ordered to stay away from their houses after Monday's shootout between assailants and policemen. That assault and previous attacks happened as officers were going to or from home.

The city's government said it has secured 26 million pesos ($2 million) to house officers in hotels but did not specify how long that would last.

A policewoman who moved to a hotel in downtown Juarez said Wednesday that officers feel "more like soldiers, living in barracks than police officers." Still, she said, "I don't want my family to become collateral damage if I become a target."

The officer, a single mother of two, agreed to discuss the matter only if not quoted by name because she was violating department rules that bar her from talking to journalists.

Sanchez said the police department will assess the results of the measure after a month and then decide whether to continue.

"So far it's been successful," Murguia said.

At least 10 banners bearing threats to Juarez's police chief appeared around the city last week. The messages were signed by the New Juarez Cartel, an offshoot of the La Linea or Juarez Cartel, a major target of law enforcement actions in recent months.

Some of the banners accused Leyzaola, a former Mexican army lieutenant colonel, of favoring a rival cartel, while other messages called for his resignation.

"We pay no attention to the banners. If we did, we wouldn't even get out of bed," the mayor said.

The five slain officers were killed in three different attacks, bringing the number of officers slain in January to eight.

The latest attack happened Monday, when several officers were ambushed at a gas station. Three assailants were killed and three other policemen were wounded.

Murguia said moving the entire police force to hotels was not a setback in the city's fight against crime. Nearly 8,900 people have been killed in drug-related violence in the city since 2008.

In 2009, a police chief quit after being threatened.

Last year, after hiring Leyzaola, the city saw a decline in reported crimes. More than 1,900 people were killed in Ciudad Juarez last year, compared to more than 3,000 in 2010.

Data storage: Magnetic memories

ScienceDaily (Feb. 1, 2012) ? Magnetic random-access memory based on new spin transfer technology achieves higher storage density by packing multiple bits of data into each memory cell.

Solid-state memory is seeing an increase in demand due to the emergence of portable devices such as tablet computers and smart phones. Spin-transfer torque magnetoresistive random-access memory (STT-MRAM) is a new type of solid-state memory that uses electrical currents to read and write data that are stored on magnetic moment of electrons. Rachid Sbiaa and co-workers at the A*STAR Data Storage Institute1 have now enhanced the storage density of STT-MRAM by packing multiple bits of information into each of its memory cells.

"As a technology, STT-MRAM has several advantages," says Sbiaa. "They have high read and write speed, low power consumption, great endurance, and are easy to integrate with standard semiconductor-processing technologies." Further increasing the storage density remains a challenge, however, because the write current needs to be increased to keep the bit thermally stable. A solution to overcome this problem is to use memory cells that can hold multiple bits, but scientists have yet to achieve the electrical control needed for this kind of STT-MRAM.

Essentially, STT-MRAM reads and writes information by passing currents through multiple magnetic thin films. Information is written if the magnetic moment of electrons in the current, or spin, is aligned in one preferable direction. The torque by these aligned spins on the magnetic layers can be strong enough to switch the magnetic direction of the layers to the direction set by the current.

Reading information is done through the measurement of electrical resistance of the device, which depends on whether the magnetizations of the soft and hard magnetic layers are aligned in parallel or opposite directions relative to each other. The hard magnetic layer is designed in such a way that its magnetism cannot be switched by electric currents.

To store two bits, the researchers have now added a second soft magnetic layer. These two soft magnets are slightly different, one being 'harder' than the other, and can therefore be switched independently by a suitable choice of electrical current. In this way four possible combinations for the magnetic states can be addressed by electrical currents, corresponding to two bits of information (see image).

Furthermore, the researchers introduced magnetic layers polarized in the in-plane direction that enhance the torque effect and thereby reduce the overall electrical current required to write information.

In the future, the researchers plan to use a different device design based on electrons 'tunnelling' across an insulating layer. "These magnetic tunnel junctions provide a higher read signal than for a giant magnetoresistance-type device," says Sbiaa.

White House criticizes Italian captain comparison (AP)

WASHINGTON ? The White House is criticizing comments by the Republican National Committee chairman comparing President Barack Obama to the Italian cruise ship captain who allegedly abandoned his sinking ship.

RNC Chairman Reince Priebus (ryns PREE'-bus) said Sunday on CBS's "Face the Nation" that Obama was "our own little Captain Schettino (skeh-TEE'-noh)." Priebus accused Obama of abandoning ship in the U.S. and spending more time on his re-election campaign.

Former RNC Chairman Michael Steele told MSNBC the analogy was "unfortunate."

In response, White House press secretary Jay Carney said: "If you are so desperate for attention that you make an analogy that Michael Steele deems inappropriate, you know you've probably gone too far."

Sixteen people remain unaccounted for and are presumed dead in the shipwreck of the Costa Concordia.
